Though his only power as secretary was "to collect and disseminate information" he nontheless worked hard to improve the lacklustre public school system. "As a mean of informing the public . . . his twelve annual reports 1837-1848. . . were unsurpassed. Chock full of statistical data the reports-which were widely read and circulated-presented the problems of the common schools as well as possible solutions" ANB. 1850319728Washington DC: Gideon and Co 1850. 1st Edition. Disbound. Fair. 15p. DISBOUND. Text of a speech removed from a larger volume with fragments of binding thread still in the spine fold. Edges heavily worn top left corner torn not affecting text itself. Corners crumpled horizintal creases in pamphlet as a whole and pages foxed. Text unmarked except for a faint notation on the title page. Much-worn but readable and complete. Though best remembered as an education reformer and staunch advocate for public schools Horace Mann 1796-1859 was also a vocal abolitionist. In this speech Mann argues against the extension of slavery into the western territories as well as the obligation of free states to return escaped slaves to their masters. The Compromise of 1850 which included the controversial Fugitive Slave Act would be passed into law only 7 months after Mann delivered this speech. Gideon and Co unknown

Mann was elected to Congress in 1848 to fill the vacancy left by the death of John Quincy Adams. This is his first speech to Congress and it left a mark advocating Congress's right and duty to exclude slavery from the territories and in a letter in December of that year he said: "I think the country is to experience serious times. Interference with slavery will excite civil commotion in the South. But it is best to interfere. Now is the time to see whether the Union is a rope of sand or a band of steel. William B. Sumner from Horace Mann 1847." Horace Mann inscriptions are uncommon and this is a superb association. "Charles Sumner January 6 1811 - March 11 1874 was an American politician and senator from Massachusetts. As an academic lawyer and a powerful orator Sumner was the leader of the antislavery forces in Massachusetts and a leader of the Radical Republicans in the United States Senate during the American Civil War working to destroy the Confederacy free all the slaves and keep on good terms with Europe. During Reconstruction he fought to minimize the power of the ex-Confederates and guarantee equal rights to the freedmen." Mary Chapman was involved with the Boston Female Anti-Slavery Society and was a friend of poet Julia Ward Howe and close friend of Charles Sumner and Horace Mann. unknown
