In November 1969 identical resolutions on chemical and biological warfare sponsored or cosponsored by some 108 Members of Congress were referred for consideration the the Subocmmittee on Natioansl Security Policy and Scientific Developments. These resolutions called upon the President to resubmit to the Senate for ratification the Geneva Protocol of 1925 conduct an extensive intra-governmental review of CBW policies and reassert America's tratitional 'no-first-use' policy on lethal chemical and biological agents. One week after the subcommittee had opened hearings on the resolutions the President in a statement on November 25th announced his intention to resubmit the protocol to the Senate. In addition he unilaterally renounced all futures us of biological weapons on the part of the United States and pledged to work for new agreements that would universally ban biological weapons. Althoubh the President's actions rendered the resolutions moot the subcommittee continued its inquiry into international aspects of chemical and biological warfare. The committee conducted extensive public hearings from April 1944 to June 1945 receiving testimony from civilian and military officials of the Federal Government from religious labor veterans and other organizations and from citizens. In accordance with the provisions of House Resolution 465 78th Congress the committee submitted to the House of Representatives its findings and conclusions in a series of reports: House Reports 1645 and 1923 78th Congress 2d session; and House Reports 505 and 857 79th Congress 1st session.
