General Tighe stated at this hearing that the Soviet Union had the research and development facilities and the major capital investments in production of chemical weapons and the major capital investments in the storage of chemical weapons. Harold Brown September 19 1927 - January 4 2019 was an American nuclear physicist who served as United States Secretary of Defense from 1977 to 1981. Previously he held the posts of Director of Defense Research and Engineering 1961-1965 and Secretary of the Air Force 1965-1969. Brown graduated from the Bronx High School of Science at age 15 and earned a Ph.D. in physics from Columbia University at age 21. As Secretary of Defense he set the groundwork for the Camp David Accords and took part in strategic arms negotiations with the Soviet Union. Lt. Gen. Eugene Tighe Jr. 1921 - 1994 was director of the United States Defense Intelligence Agency 1977 - 1981. Chemical warfare CW involves using the toxic properties of chemical substances as weapons. This type of warfare is distinct from nuclear warfare biological warfare and radiological warfare which together make up CBRN the military acronym for nuclear biological and chemical warfare or weapons all of which are considered "weapons of mass destruction" WMDs. None of these fall under the term conventional weapons which are primarily effective due to their destructive potential. In theory with proper protective equipment training and decontamination measures the primary effects of chemical weapons can be overcome. In practice they continue to cause much suffering as most victims are defenseless. Many nations possess vast stockpiles of weaponized agents in preparation for wartime use. The threat and the perceived threat have become strategic tools in planning both measures and counter-measures. Hearings held on July 15 16 and 17 1997. The Senate Majority Leader announced during the first week of December 1996 that the Committee on Governmental Affairs would conduct an investigation into fundraising practices. In all 10 parts related to these hearings were published along with a final report with minority views. In late September 1995 questions arose regarding the Democratic National Committee's fund-raising practices. The following year China's alleged role in the campaign finance controversy first gained public attention after the Washington Post published a story stating that a Department of Justice investigation had evidence that China directed contributions from foreign sources to the DNC before the 1996 campaign. The Post wrote that intelligence had showed the Chinese Embassy was used for coordinating contributions to the DNC. One of the more notable events learned involved Vice President Al Gore and a fund-raising event held at Hsi Lai Temple in Hacienda Heights California. The Temple event was organized by DNC fund-raisers John Huang and Maria Hsia. It is illegal under U.S. law for religious organizations to donate money to politicians or political groups due to their tax-exempt status. The U.S. Justice Department alleged Hsia facilitated $100000 in illegal contributions to the 1996 Clinton-Gore reelection campaign through her efforts at the Temple. Hsia was eventually convicted by a jury in March 2000. The DNC eventually returned the money donated by the Temple's monks and nuns. Twelve nuns and employees of the Temple refused to answer questions by pleading the Fifth Amendment when they were subpoenaed to testify before Congress in 1997. Seventeen people were eventually convicted for fraud or for funneling Asian funds into the U.S. elections. U. S. Government Printing Office paperback
