Liberal Party politician A.J. Mundella famous for his defense of safety bills and public education for all children speaks on unsafe working conditions and "shameful treatment" of laborers; he cites high mortality rates for women and child workers and includes mortality rate information on newborn infants who suffered neglect when their mothers were forced to return to work days after giving birth: "the return of the mother to the mill was a sentence of death on the child." In this document factory owners counter the speech given by Mundella cite statistics that claim quality of life is improving for these factory workers; while marginal gains had been made in recent decades factory labor was still very dangerous and politicians like Mundella ensured the health and safety for thousands of the least represented workers in England. This was probably issued with two engraved title pages and 16 portrait plates - which are not now present. Thick 12mo. Early and unusual moire cloth binding. Spine repaired. Hardbound. Very good. Mary Anne Thompson Clarke 1776-1852 became the mistress of Prince Frederick Augustus 1763-1827 Duke of York in 1803 while he was Commander-in-Chief of British forces. He set her up in a fashionable residence but failed to supply the funds necessary to support their lavish lifestyle. In 1809 a national scandal arose when Clarke testified before the House of Commons that she had sold army commissions with the Duke of York's knowledge. Frederick was forced to resign from his position. A select committee was appointed by the British House of Commons to enquire into the matter. The parliament eventually acquitted the Duke of having received bribes by 278 votes to 196. He nevertheless resigned because of the high tally against him. In 1811 after it was revealed that Clarke had received payment from the Duke's disgraced chief accuser Gwyllym Lloyd Wardle 1762-1833 the Prince Regent reappointed the now exonerated Duke of York as commander-in-chief. First and Sole Edition thus some very light and occasional marginal age-stains; contemporary marbled boards neatly rebacked in calf to style leather label ruled and lettered in gilt a very good clean copy of a very scarce work. This copy was formerly in the possession of Charles Arrowsmith and bears his signed holograph inscription on front paste-down 'qualified as a Governor & Director of the Poor of the Parish of Saint Pancras. Dec. 4 1832.'The statute referred to is 59 Geo. III. Cap. xxxix. It is of unusual length 176pp inc. index and complexity for an Act of this nature and includes a detailed and comprehensive index. RWO. Shelved in Netdesk Office Case #1. A collection of ten acts passed by Parliament between 1833 and 1871 privately bound with holograph annotations in margins. Collection prefaced by the text of the Thames Valley Drainage Act of 1871 and all successive acts bound-in are related to the history and content of the 1871 Act. Appears to have been privately bound by Robert Harding Milward a Birmingham solicitor whose career ended ignominiously in 1903 following revelations of fraudulent activity. His precise role if any in the authoring passage or implementation is unclear but presumably relates to his role as solicitor in the funding of public works projects. 1365495.
