19202220203Washington DC: Department of Commerce 1920. No Binding. Poor. 8vo - over 7¾ - 9¾" tall. See photos for condition details. This is a collection of 30 maps encased in the binder style box with a cloth shoelace style string tie down. The reason for the poor condition grade is because the slipcase is tattered and in pieces with large sections missing. Exterior also shows soiling and staining but all 30 maps are present and in good shape with no issues found other than toning of the paper and some light soiling from handling. The paper with the advertisement for the Southern Hotel may or may not be original to this publication but it was found inside the case and so it will stay with the maps. Map 16 has a fold that is offset see photo which is not a serious issue and is the only flaw found with the folded maps.

Department of Commerce unknown

This study was issued as information and had not been adopted by the Interstate Commerce Commission ICC when published. The ICC was a regulatory agency in the United States created by the Interstate Commerce Act of 1887. The agency's original purpose was to regulate railroads and later trucking to ensure fair rates to eliminate rate discrimination and to regulate other aspects of common carriers including interstate bus lines and telephone companies. Congress expanded ICC authority to regulate other modes of commerce beginning in 1906. The agency was abolished in 1995 and its remaining functions were assigned to the Surface Transportation Board. The Commission's five members were appointed by the President and confirmed by the United States Senate. This was the first independent agency or so-called fourth Branch. The "gray area" as used in this staff study of the Commission refers to transport operations which lie between legitimate private carrier and the transportation authorized by Government regulatory bodies. Thus the term is used to denote unauthorized transport operations often conducted under the guise of legitimate private carriage. This study deals with the character extent and distribution of gray area operations in highway transportation and other modes; important effects of gray area operations on the transportation system; enforcement activities of the Commission; and certain suggestions which have been made for remedial action. It also contains general information concerning exempt transportation although operations by exempt carriers unless the operations are unauthorized do not fall in the gray area as defined. U. S.
