OPERATION BUSHMASTER is a field training exercise FTX conducted at Fort Indiatown Gap Pennsylvania. During this exercise senior USU medical students Graduate Nursing students and international military medical officers are formally evaluated on their medical knowledge and leadership abilities in a simulated resource constrained far forward tactical field setting. Students assume leadership positions in a joint battalion aid station where they are presented with operationally current reality based missions and operational problems for which they must plan and execute while simultaneously managing the medical care of simulated Disease and Non-Battle Injury DNBI patients combat stress casualties and combat trauma casualties. Before "Operation Bushmaster" students go through a two-week military contingency medicine course during which they are presented operational problems and receive pre-deployment training just as they would prior to a real deployment. This classroom phase includes lectures and is focused on team building. The students become a cohesive unit as they prepare to deploy to a fictional country facing challenges from rebel forces. Divided into two groups the students were sent sequentially to spend four days at this large National Guard base nestled in the mountains just north of Hershey Pennsylvania. They were assigned to one of four platoons - all undergoing identical scenarios planning and executing missions while simultaneously caring for a variety of casualties ranging in severity from fatigue to gunshot wounds. The exercise featured nearly 1000 encounters with simulated patients. While patient care is a large part of their training leadership communication skills and logistics are just as important. Students were assigned various roles during the exercise such as patient administrator triage officer medical logistics or litter bearers transporting patients. They frequently rotated positions allowing every student to practice each role. The students also were graded on how well they performed key positions including platoon leader ambulance team leader surgeon and combat stress control officer. They were graded on a number of factors such as communication and leadership skills as they were observed by more than 60 faculty members from Uniformed Services University as well as from across the country. From Wikipedia: "The Iran and Libya Sanctions Act of 1996 ILSA was a 1996 act of Congress that imposed economic sanctions on firms doing business with Iran and Libya. On September 30 2006 the act was renamed to the Iran Sanctions Act ISA as it no longer applied to Libya and extended until December 31 2011. As of March 2008 ISA sanctions had not been enforced against any non-US company; the act allows the president to waive sanctions on a case-by-case basis though this waiver is subject to renewal every six months. Despite the restrictions on American investment in Iran FIPPA provisions apply to all foreign investors and many Iranian expatriates based in the US continue to make substantial investments in Iran. United States Department of State report states that "ILSA was introduced in the context of a tightening of U.S. sanctions on Iran during the first term of the Clinton administration." In the year leading up to passage of the act President Bill Clinton had issued several executive orders with respect to Iran including Executive Order 12957 of March 15 1995 banning U.S. investment in Iran's energy sector and Executive Order 12959 of May 6 1995 which banned U.S. trade with and investment in Iran. These were intended to respond to the Iranian nuclear program and Iranian support for terrorist organizations including Hezbollah Hamas and Palestine Islamic Jihad. The Act targeting both U.S. and non-U.S. business making certain investments in Iran. Under ILSA all foreign companies that provide investments over $20 million for the development of petroleum resources in Iran will be imposed two out of seven possible sanctions by the U.S. : denial of Export-Import Bank of the United States assistance; denial of export licenses for exports to the violating company; prohibition on loans or credits from U.S. financial institutions of over $10 million in any 12-month period; prohibition on designation as a primary dealer for U.S. government debt instruments; prohibition on serving as an agent of the United States or as a repository for U.S. government funds; denial of U.S. government procurement opportunities consistent with World Trade Organization obligations; and a ban on all or some imports of the violating company. On January 27 2017 President Donald Trump directed Secretary of Defense James Mattis to initiate a new Nuclear Posture Review NPR. The President made clear that his first priority is to protect the United States allies and partners. He also emphasized the requirement that the United States have modern flexible and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world. The United States remains committed to its efforts in support of the ultimate global elimination of nuclear biological and chemical weapons. Nevertheless global threat conditions have worsened markedly since the 2010 NPR including increasing nuclear threats from potential adversaries. The United States faces a more advanced nuclear-threat environment than ever before with dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems. The fundamental reasons why U.S. nuclear capabilities and deterrence strategies are necessary for U.S. allied and partner security are readily apparent. U.S. nuclear capabilities make essential contributions to the deterrence of nuclear and non-nuclear aggression. The deterrence effects they provide are unique and essential to preventing adversary nuclear attacks which is the highest priority of the United States. U.S. nuclear capabilities cannot prevent all conflict and should not be expected to do so. But they contribute uniquely to the deterrence of both nuclear and non-nuclear aggression. They are essential for these purposes and will be so for the foreseeable future. Non-nuclear forces also play essential deterrence roles but do not provide comparable deterrence effects--as is reflected by past periodic and catastrophic failures of conventional deterrence to prevent Great Power war before the advent of nuclear deterrence. In addition conventional forces alone are inadequate to assure many allies who rightly place enormous value on U.S. extended nuclear deterrence for their security which correspondingly is also key to non-proliferation. From Wikipedia: With Donald Trump's election came a new nuclear posture review headed by Secretary of Defense James Mattis. The 2018 NPR maintains the need for a nuclear triad in the US defense strategy. There are a variety of options that have been proposed by the 2018 NPR. One of the statements made include a need to close a gap in the nuclear arsenal with low-yield nuclear weapons. This suggests that the US would consider using nuclear weapons if necessary on a smaller-scale regional conflict rather than all-out nuclear war. Other things to note from the 2018 NPR include a need to develop sea-launched cruise missiles SLCMs to bolster the SSBN portion of the triad. The review also states the US's intention to not ratify the CTBT and rejects the idea of the Treaty on the Prohibition of Nuclear Weapons. Despite these recommendations and stances the 2018 NPR is argued to be similar rather than different from previous NPRs. The NPR maintains that nuclear weapons are still meant to serve as a deterrent which is the goal of these proposed actions to modernize the US nuclear arsenal. paperback
