This hearing was held in the aftermath of several tragic floods including the Buffalo Creek Valley flood of February 26 1972 in West Virginia which claimed at least 118 lives and the flood in June 1972 in the vacinity of Rapid City South Dakota which killed over 200 people and involved the failure of the Canyon Lake Dam.
