Having emigrated in 1832 to Montreal Thom was known for his anti-French Canadian views which he continued to publish after becoming the Montreal Herald's editor in 1835. He traveled to Red River in 1838 after being offered the job of recorder in Rupert's land where he was unpopular with the Metis population due to his francophobia and repressive fur trade measures suggested to the governor Assiniboia. Several petitions by the Metis including Louis Riel Sr. were made for his resignation and in 1851 he was relieved of his duties. 1848 Printed by E. Couchman paperback

Thom examines the geographical historical and political factors that led to the dispute between the two nations over the territory. He also explores the legal arguments made by both sides and provides his own British opinion on the matter.<br /> <br /> RE: MEMORIAL OF A NUMBER OF CITIZENS.: "By the late 1830's and early 1840's. many people had already gone to the Oregon Territory and established settlements there. One major problem which arose was that the Oregon Territory was neither governed by the United States nor Great Britain due to stipulations in the treaty of 1818. This was problematic for security purposes. In a letter authored by "A number of citizens of the Oregon Territory" which was written to Congress in 1838 they make a plea for "Congress to take possession of and extend their jurisdiction over the said Territory." Receiving government protection was the only way for settlers of the Oregon Territory to ensure the survival of the settlements because without protection they would have to protect themselves from Indians British Spanish or anyone else who adventured into the territory. Thom was a British Crown judicial officer and makes a very able argument in favor of British ownership of the Oregon Territory. He refutes the American claims advanced by Robert Greenhow in his 1840 Memoir of the Northwest Coast. <br /> <br /> This pamphlet was published in the thick of the Oregon boundary dispute. With the outbreak of war between the United States and Mexico in April 1846 the Americans could no longer afford the distraction and risk of a possible second war and the Oregon question was finally settled along the 49th Parallel by the Oregon Treaty signed in June of 1846. <br /> <br /> Ref. These regulations "enacted by Royal Decree" and clearly meant for British and American eyes consist of 34 articles giving instructions for entering the busy port of Nieuwe Diep serving Amsterdam. They specify such things as to how vessels should identify themselves where and how they should tie up priority of vessels in finding berths prohibitive activities such as heating pitch or other combustibles rules for keeping watch procedures for dealing with ships on fire quarantine regulations and penalties for failing to follow instructions. Signed in type: "Secretary at the Ministry of the Marine Stratenus." This would be Adam Anthony Stratenus 1779-1836 who was Secretary General of the Ministry of the Navy. The monthly was written and published by Goldwin Smith who had used the nom-de-plume The Bystander in his writings . Graeme Mercer Adam was literary assistant and business manager of "The Bystander" for its early years. A very attractive set. "Smith resigned from The Nation and temporarily withdrew from the pillory. Canada First was in trouble. The Canadian National Association had ceased existence after the defection of its hero Edward Blake and internal disputes over whether it should be a third political party. So opinionated a man as Smith could not keep silent. In 1879 A Bystander was once again back in Canadian Monthly and National Review. Not only that but Smith founded and almost entirely alone wrote The Bystander an independent publication with several metamorphoses; as a monthly whose motto was Not Parity But the People from January 1880 to June 1881; as a quarterly from January through October 1883; and then again as a monthly from October 1889 to September 1890". - Sutherland.
