Half page engraving 15 x 34 cm and a cameo engraving of Sir John Bowring with decorative vignettes on a single newspaper leaf with incomplete associated text biographical note spots of browning and edge-wear lower edge trimmed not affecting the caption but in very good condition. Engravings prepared for "The Illustrated London News" on the announcement of the British Governor Sir John Bowring 1729-1872 and published two months before his arrival in April 1854. Although a brilliant man his was a turbulent tenure ending in1857 following his wife's death from arsenic poisoning in what became known as the Esing Bakery incident an attempted poisoning of the European population in Hong Kong during the Second Opium War. <br> <br>From the Estate of the late collector and scholar Arthur Hacker with his pencilled catalogue mark in the upper margin. . Fine engraving of the combined Expeditionary Force at its encampment at Tsim Sha Tsui Kowloon nearing the culmination of the Second Opium War.The descriptive text notes on the verso : "The expeditionary force is arriving rapidly; every day troop-ships come into the harbour. Probyn's horse Sikhs to the number of five hundred are encamped on the mainland; Armstrong guns also are there. First separate edition comprising the 15 ordinances and many regulations issued during the first full year of William Robinson's tenure as governor. These concerned quarantine shipping in the vicinity of the telegraph cables linking the island with Kowloon and the introduction of new legal protections for young children. Robinson's governorship overlapped with the dominance of Sir Paul Chater in the colony's affairs and he was a firm supporter of Chater's expansion plans for the New Territories. Octavo. First edition covering the first full year after the Second Treaty of Peking during which British officials consolidated the governance of the New Territories and adopted measures concerning prisons opium and sanitation. This volume lists the many individuals appointed by Governor Blake to administrative committees in each village of Kowloon and other new districts. A priority for lawmakers in 1899 was the improvement of the prison ordinance detailed in a lengthy section. The folding tables provide a detailed breakdown of the diets for inmates of different ethnicity and the amount of food to be provided at different times of the day. By order of Governor Robinson First editions the 1894 ordinances being a second printing issued shortly after first publication. Noranha & Co.'s volumes of ordinances from the 19th century are now rare both institutionally and in commerce. The regulations in these volumes concern a range of topics including the formation of a Hong Kong volunteer corps new requirements for the registration of medical practitioners and the introduction of licenses and numbered metal tags for all dogs. 1894 also heralded the strengthened regulation of slaughterhouses meat markets and the opium trade between Hong Kong Canton and Macao. The same year Governor William Robinson promulgated a lengthy directive on the government's legal resumption of the unsanitary Taipingshan area. Two works octavo. Original brown wrappers or boards green linen backstrips front covers lettered in black. Ex-New York City Bar Association Library with shelf label along spines and stamp on title pages. Wrappers with some wear losses to covers of 1893 volume with couple of large closed tears neatly repaired with tissue 1894 volume with paste-action browning to endpapers and 65 mm split at foot of front free endpaper contents of both evenly toned.
