U.S. Military Assistance Command Vietnam MACV was a joint-service command of the United States Department of Defense. MACV was created on 8 February 1962 in response to the increase in United States military assistance to South Vietnam. MACV was first implemented to assist the Military Assistance Advisory Group MAAG Vietnam controlling every advisory and assistance effort in Vietnam but was reorganized on 15 May 1964 and absorbed MAAG Vietnam to its command when combat unit deployment became too large for advisory group control. MACV was disestablished on 29 March 1973. The first commanding general of MACV COMUSMACV General Paul D. Harkins was also the commander of MAAG Vietnam and after reorganization was succeeded by General William C. Westmoreland in June 1964 followed by General Creighton W. Abrams July 1968 and General Frederick C. Weyand June 1972. Summarized in this handbook are certain basic techniques and procedures which have evolved out of several years of combat operations against the enemy. The guidance was to increase the effectiveness of U.S. forces and preclude a repetition of past mistakes. Waterhouse USMC Ret. who fought and was wounded at Iwo Jima became an official civilian War Combat Artist for the US Navy in Vietnam before going on to become the US marine Corps first Artist in Residence until the 1990's. His candid on the ground and occasionally in the air portraits of of Navy and USMC personnel going about their duties amidst the civilian population were very popular and seem to have partly contributed to a definitive artisitic "Aesthetic of Vietnam" an instantly recognisable style of war art that is all but accompanied by a smell and a soundtrack. The bulk of the flyer reproduces the poem “I sing of Olaf glad and big†by e.e. cummings a poem themed around a conscientious objector. The flyer printed by The Resistance describes C.J. Hinke’s public refusal to register. Hinke was known for documenting and supporting conscientious objectors promoting nonviolent resistance and connecting American antiwar activism to global pacifist networks. The Newark action reflected strategies that aligned closely with his outlook: refusal of military service public challenge to conscription systems and solidarity with those facing prosecution for draft resistance.
