The Committee discusses the function of a Constitution which is "the source of all political power the fountain of all government" setting "fundamental" rules of conduct "bounds" to governmental action and guarantees to "publick liberty" by separation of governmental powers. Though power resides in the people the Committee rejects universal suffrage-- which would include "women children negroes mulattoes paupers slaves convicts"-- as "visionary impossible absurd."
