First published in 1857. The author of this report and minority of one was James Johnston Pettigrew 1828-1863. The question being considered was apparently whether South Carolina should revive the slave trade. Pettigrew argued against its revival although he was not against slavery. Pettigrew later served with distinction in the Confederate army rising to the rank of Brigadier General.
