The text contains an "Interpretation of Award Previously Filed on April 23 1913" comprised of additional legal inquiry on how to apply the arbitration award correspondence related to the inquiry and additional information communicated to the managers of both sides relating to a variety of issues including passenger service switching services employees on electric locomotives and more.
