A signed photograph of the boxer Cecil Phillips - of whom we find no record besides a negative in the Smithsonian’s Scurlock collection of this image. The photograph is signed twice by Phillips and dated april 1 1938. The Scurlock Studio played a significant role in photographically documenting the African-American communities of Washington D.C. and its environs during this period. unknown
