"En 1988, le président de la République François Mitterrand, dans la continuité des Grands travaux qui ont ponctué ses septennats, souhaite un établissement d'un genre encore inédit, capable tout à la fois de répondre aux besoins documentaires identifiés, et de proposer un espace public de vie, de travail et de découverte au cœur de la dynamique urbaine d'un quartier en construction.
