Jean-Jacques Bacon de la Chevalerie considered to be the promoter of the white separatist movement in Saint Domingue had been elected president of the colonial assembly. It was he who pushed the case of the "Leopardins" and opposed Mirbeck and the two other commissioners sent by France.
