It outlines current obstacles to women's work such as hostility from male employees: "Women however cannot be employed in England in this manner because of the jealousy of their fellow workmen. If a master were to employ women in any part of the business the whole of his workmen would strike at once." The document also lists sad consequences of the current work climate: "Workhouses were found to be overcrowded with able-bodies females while charities were besieged with women praying to be provided either with employment or bread."
