Nacido en Barbastro, entró jovencísimo al servicio del Vizconde de Arlincourt, Intendente del Ejército napoleónico en el Alto Aragón, y en 1813 era Secretario de Sir Robert Kennedy, Comisario de Hacienda del Ejército inglés en la Península. Terminada la Guerra fue Cónsul en Civitavecchia y en Livorno, trasladándose a Inglaterra donde entabló una estrecha relación con Agustín Itúrbide, ex Emperador de Méjico. Vuelto a España fue nombrado en 1830 Tesorero de Rentas en La Habana, instalándose en Cuba hasta su muerte, salvo un breve periodo (1841-1843) en el que fue Diputado por Huesca. Dejó numerosos escritos sobre la economía cubana y la esclavitud, entre los que destaca su "Bosquejo económico sobre la Isla de Cuba", además de la monumental "Historia de la Revolución Hispanoamericana". Fue tambien el fundador en La Habana del periódico "Conservador de Ambos Mundos" y de la "Revista de Economía Política".
