This is one of the University of Florida Monographs in their Social Science series No. 6 Spring 1960. This has become quite a rare item. John K. Mahon received his BA from Swarthmore College in 1934 graduating Phi Beta Kappa. After serving in World War II and working for his family he later returned to his studies and earned his Ph.D. in history from UCLA in 1950. From 1951 to 1954 he served as Civilian Military Historian in the Office of the Chief of Military History in Washington D.C. In 1954 Mahon accepted a teaching position in the history department at the University of Florida. His interest in Military history and the Seminoles led to his three books as well as numerous articles for encyclopedias and historical journals. His work "History of the Second Seminole War" is considered by some as the authoritative modern reference on the little-known but regional and nationally important last great war of Indian Removal east of the Mississippi. Mahon documents the American Seminole and Black cultures leaders and tactics of the war. He served as the chairman of the History Department at the University of Florida from 1965 to 1973. After retiring in 1982 Mahon continued to pursue his interest in history. He held leadership positions in the Florida Historical Society and the Seminole Wars Historic Foundation. This study is concerned with the citizen in his occasional capacity as soldier and with the militia system which controlled him in that capacity. Since the system touched the lives of more individuals than any other function of government save taxpaying it was a powerful influence on early generations of Americans. Moreover inasmuch as the National Guard stems from the elite corps of the militia some of the characteristics of the earlier organization are perpetuated in that vigorous modern institution. In time span this inquiry is limited to just one decade the 1790's. that crucial ten-year period is bonded on its far side by the start of government under the Constitution and on the nears side by the election of Thomas Jefferson in 1800. It is impossible to examine the details of historical development except in limited lots. This decade has some right to be treated as its own entity especially as concerns the militia for during it American leaders chose between a national militia systems and a congeries of state militias. As a result of their choice the basic tone of United States military policy was set for a century thereafter. The term "militia" as used here has two meanings. It sometimes designates the system as a whole other times only segments of the system. Beginning in Chapter 4 the term "standing militia" appears. It refers to those units made up of men who served because they were obliged to. Widely used by contemporaries it distinguished the units raised under the militia system as a form of universal military training from those filled by men who volunteered.
