Simms 1803-1865 a surveyor and civil engineer of the Royal Observatory Greenwich and formerly with the Ordnance Survey was the son of William Simms d.1860 scientific instrument maker with Edward Troughton joined the Southern Eastern Railway Company as resident engineer in 1836 and oversaw the construction of the Bletchingley and Saltwood tunnels.
