L’Europe vous contemplait avec admiration ; voyez ce que vous êtes ; jetez par-tout vos regards sur la surface du globe, à peine y découvrirez-vous un peuple ami, et par-tout vous y rencontrerez des pays devenus les tombeaux de milliers de Français ! Quel est l’auteur de tant de maux ? Un homme qui n’est pas français ! Par quelle épouvantable fatalité est-il devenu votre maître et votre fléau ? Le commencement de sa carrière militaire fut signalé par une scène sanglante dans les murs de Paris. Vous eûtes à lui reprocher la mort de 40,000 braves qu’il eut l’affreux projet de sacrifier dans une autre partie du globe, dans les vues de devenir empereur d’Orient ; déçu dans ses espérances, il abandonne son armée, laisse périr ses compagnons d’armes dans les déserts brûlans de la Lybie, et ne songe qu’à assurer son retour en France, en violant les lois de la quarantaine, qui furent respectées par Saint Louis. De tels actes de violence reçurent pour récompense la dignité consulaire, et bientôt après la pourpre impériale ; en atteignant le pouvoir suprême, il promit à la France un repos éternel, à l’Europe la paix. Vous le crûtes... Qu’a-t-il fait pour remplir vos espérances ? Il a rompu tous les traités aussitôt qu’ils ont été faits. Ce Pacificateur du monde a porté la mort et la désolation en Espagne, vous a fait les instrumens de son ambition. Vous l’avez vu jeter les semences de discorde entre le père et le fils. Vous l’avez vu paraître à Bayonne comme médiateur, promettant à la face de l’Europe d’adoucir la querelle qu’il avait lui-même allumée ; bientôt, alléguant la dignité paternelle et le respect dû aux cheveux blanchis par l’âge, arracher à tous deux leurs dignités, envoyer l’un en prison, et l’autre en exil. L’Europe stupéfiée par tant d’horreurs, les contemplait encore en silence ; mais loin que la patience des princes et des peuples dût satisfaire l’homme dont vous supportez le joug, son ambition parut s’en accroître [ etc... ]"
