Sempre nel 1967 fonda e dirige il Museum of Normal Art ex Lannis Galery ed inizia a pubblicare recenzioni per Arts Magazine di New York. </em><br /><em>Nel 1970 entra a far parte della redazione di Art-Language. Negli anni 1971 inizia gli studi di antropologia e filosofia presso la New School for Social Research di New York. Nel 1975 diventa co-direttore della rivista The Fox. Durante tutti gli anni Settanta e ottanta viaggia in America ed in molti paesi europei dove tiene conferenze in prestigiose università ed è curatore artistico di manifestazioni quali Marxist Perspectives New York 1977; SemiotexteNew York 1980; Transitional Objects Lione 1985</em> <em>La sua attività artistica inizia metà degli anni Sessanta con interventi che indagano il linguaggio e il rapporto con l'oggetto artistico. Il suo lavoro ha esplorato coerentemente la produzione e il ruolo del significato all'interno dell'arte. La sua oltre cinquantennale indagine sul rapporto tra linguaggio e arte si è manifestata attraverso installazioni mostre in musei commissioni pubbliche e pubblicazioni in Europa le Americhe e l'Asia. More recent revelations have shown that Halliburton though infatuated with the image of heroic masculinity was an early proponent of Gay Rights. He was romantically linked to film star Ramon Navarro and philanthropist Noel Sullivan.
