Strategic Bombing Survey in the preparation of further reports of a more comprehensive nature. Any conclusions or opinions expressed in this report must be considered as limited to the specific material covered and as subject to further interpretation in the light of further studies conducted by the Survey. This edition was reproduced by a photolithographic offset process from the first edition of the report. To expedite standardize and clarify the printing of this and other European reports minor changes were made on the cover title page and some drawings. Among the initial officers of the Strategic Bombing Survey established by the Secretary of War on 3 November 1944 were George W. Ball John K. Galbraith and Paul H.
