The book throws light on hither to unnoticed areas of contradictions in the Constitutional Provisions made for the advancement of Socially and Educationally Backward Classes. It discusses the reasons for protective discrimination and critically evaluates the principle of Adequate Representation. Who's empowerment is it any way; and who need protection from the State are the important concerns of this study. Though the Constitution does not qualify backwardness in terms of Caste, affirmative action is qualified by caste. The book discusses at length how the criteria of Class is misused by Political forces to accommodate Castes for Vote Banks. A policy of indefinite protection encourages the citizens to prefer caste identity to that of a nation for the former will be more paying, the study cautions. The battle of wits between the legislature and the Judiciary in as much as acts of political exigencies by the former and of upholding the spirit of the Constitution by the latter are concerned were discused in the book.Recruitment of Class I, II and III in Chhattisgarh was a case study undertaken to assess the relevance of reservations to Backward Classes. Revelations of this study make one ponder over meaningful alternatives to the existing ones. The study deduces conclusions in the interest of a secular and United Nations and recommends measures for provision of social justice at the same time. Decentralised vision and governance are destined to shape the quality of local development of our country. Public Policies, in India, are broadly of two types; policies which can alter the existing unequal socio economic structure and policies which are of incremental nature. Policies like land reforms, if enforced effectively, belong to the first category, while Food Security Policies like Targeted Public Distribution System belong to the second category and do not affect the unequal social-economic structure. Though food security policies are in operation for several decades, they have not taken into account the food sovereignty—the right of people to have healthy and culturally appropriate food- and variations in seasons, family size, age group, gender, and supply of adequate quantity and quality of food grains to the needy. The target group members are not involved in core components of democratic governance such as legitimacy, accountability, competency, participation, consensus, equitability and inclusiveness. People-centered governance is a prerequisite for the success of Food Security Policies. Dr. Ch.Bala Ramulu is currently a UGC Emeritus Fellow working on “Inclusion and Exclusion of Marginalized Communities at the Grassroots Level Democratic Institutions”. How should governance be made more accountable and transparent? The book, wide-ranging and panoramic in content, seeks to intellectually confront the provocative question and explore, in the process, the highly elusive and controversial theme of democratic governance. It conceptualizes and contextualises the theme in the Indian context in terms of certain specific parameters and clues. The book contains contribution from a wide section of leading commentators, having long years of experience in teaching and research, who also have governance as their major or emerging area of interest. Followed by a lucid introduction which problematises the theme in general terms, the contributions in the book concern as diverse sub-themes as social capital, democratic decentralization, urban governance, rural governance, policy outcomes, mass upsurge corporate governance. The contributions, as the title of the book indicates, are a mixed bag of reflections on and refractions of democratic governance in India. They also contain refractions in the sense of revealing the 'bends' at particular points of the trajectory of the process. The book will complement the ongoing debate on democratic governance and will be a standard reference for the researchers, analysts and students of social science. It should also be valuable to the policymakers who wish to receive analytical and critical feedback on governance.
