ABOUT THE BOOK:- The importance of efficient urban governance needs no elaboration in an increasingly urbanising world. Cities with high population densities throw significant challenges of transportation, safety, urban revitalisation, social inclusion and cohesion, environmental protection, water, air, energy, sanitation and climate changes which will magnify in the near future if not properly addressed now. These socio-economic changes necessitate augmentation of urban finances for investment in well-planned urban development and to bring about reforms in governance to enforce efficient urban governance at all levels to cater to the needs of urbanites and to make cities inclusive, congestion-free, safe, resilient and sustainable in which all people have access to basic services, housing and mobility. The urban local governance structures, mechanism and arrangements should aim at facilitating the adoption and implementation of successful policies to meet the challenges of sustainable, safe and equitable urbanisation. ABOUT THE AUTHOR:- Dr. C. Nagaraja Rao received his M.A. degree (1980) and Ph.D. (2010) from S.V.University, Tirupathi. Rao served as Deputy Field Officer (Tech) in the Directorate General of Security, Government of India (1976-78). He joined the Government of Andhra Pradesh as Municipal Commissioner in 1979 and served in various capacities till his retirement as Additional Director. Public Policies, in India, are broadly of two types; policies which can alter the existing unequal socio economic structure and policies which are of incremental nature. Policies like land reforms, if enforced effectively, belong to the first category, while Food Security Policies like Targeted Public Distribution System belong to the second category and do not affect the unequal social-economic structure. Though food security policies are in operation for several decades, they have not taken into account the food sovereignty—the right of people to have healthy and culturally appropriate food- and variations in seasons, family size, age group, gender, and supply of adequate quantity and quality of food grains to the needy. The target group members are not involved in core components of democratic governance such as legitimacy, accountability, competency, participation, consensus, equitability and inclusiveness. People-centered governance is a prerequisite for the success of Food Security Policies. Dr. Ch.Bala Ramulu is currently a UGC Emeritus Fellow working on “Inclusion and Exclusion of Marginalized Communities at the Grassroots Level Democratic Institutions”. He was a National Fellow, Indian Council of Social Science Research, New Delhi (2012-2014) and worked on “Governance of Food Security Policies in India”. Dr. Ch.Bala Ramulu was Professor of Public Administration at Kaktiya University, Warangal, Telangana, India for more than three decades. He served the University in different academic & administrative capacities. He received the University's Best Teacher-Researcher award and the State Best Teacher award.
