Public enterprises reforms occupy the central place in the schemes of economic reforms in India. In many developing countries opting for economic reforms, public enterprise reforms have come at the beginning of the cycle of economic reforms. In India, it has not happened so and the results are there for us to see. The present book makes an attempt to present a case for reforming public enterprises in India and also the agenda for action for this purposes. It outlines the challenges ahead for public enterprises and the need for reforms viewed from the global perspective. It outlines the performance of the public enterprises and the areas requiring the attention of the reformers. It presents the case of a state in which reforms have to be carried out and the context for such reforms. It identifies regulations as one of the key component of the reforms. The book also elucidates the reform experience of some of the states. It presents a balanced view of the theory and practice of public enterprise management in the reform context. It incorporates case studies of nine public enterprises to demonstrate the need and effect of economic reforms. About The Author:- R.K. ABOUT THE BOOK:- The Panchayati Raj Institutions (PRIs) have come to stay in India. Time has come to take stock of the experiences gained so far in the working of the PRIs in various states. Have we really achieved the goals set up by the 73rd constitutional Amendment while implementing the programme of 'democratic decentralisation'?, if not, what are the impediments in achieving the goals?. How best can we remove them based on our experience so far?. What corrective steps can we take to put the programme on the right track?. Here some of the leading experts on Panchayati Raj in various states examines the achievements and failures of working the PRIs during the past fifteen years. Concrete suggestions are put forth for making the PRIs vibrant institutions for bringing about democratic decentralization in the true-sense of the term. The scholarly papers on the 'state of art' of the PRIs in different states in India are presented systematically in this book. The articles broadly bring out the fascinating story of the working of PRIs in different states of India. ABOUT THE AUTHOR:- Prof. (Dr) K. The book throws light on hither to unnoticed areas of contradictions in the Constitutional Provisions made for the advancement of Socially and Educationally Backward Classes. It discusses the reasons for protective discrimination and critically evaluates the principle of Adequate Representation. Who's empowerment is it any way; and who need protection from the State are the important concerns of this study. Though the Constitution does not qualify backwardness in terms of Caste, affirmative action is qualified by caste. The book discusses at length how the criteria of Class is misused by Political forces to accommodate Castes for Vote Banks. A policy of indefinite protection encourages the citizens to prefer caste identity to that of a nation for the former will be more paying, the study cautions. The battle of wits between the legislature and the Judiciary in as much as acts of political exigencies by the former and of upholding the spirit of the Constitution by the latter are concerned were discused in the book.Recruitment of Class I, II and III in Chhattisgarh was a case study undertaken to assess the relevance of reservations to Backward Classes. Revelations of this study make one ponder over meaningful alternatives to the existing ones.
