About The Author:- Dr. (Mrs.) Annpurna Nautiyal is a Professor and Head of the Department of Political Science, HNB Garhwal University Srinagar, Garhwal, Uttarakhand. Presently she is also the Dean of the Faculty of Arts and Coordinator of the UGC-SAP DRS programme sponsored by the University Grants Commission, New Delhi. She is also the Chairperson of the University Women Cell. She was a Fulbright visiting professor at the Department of Public and International Affairs, George Mason University, Fairfax Virginia in 2006. Although, her basic area of interest is international relations, but she also has a keen interest in the regional and national issues, and in particular the problem of women empowerment in the hill areas of Uttarakhand.
