About The Book:- This book is based on final report of I. C. M. R. project. It deals with most crucial problem in J&K, i.e. healthcare. Before 1989, the gender healthcare was not available fully , properly and satisfactory in urban, rural and hilly areas in the state. But, after 1989, even these meager gender healthcare facilities/service were seriously disturbed and the entire system was made non-functional. It was in the preceding context that this empirical study was carried out in 2012-13. The focus of this scientific study was to know about existing gender healthcare conditions, problems, facilities and services. While the impact of conflict on gender healthcare was assessed objectively , the reconstruction of this network was also analysed. It discusses the reasons for protective discrimination and critically evaluates the principle of Adequate Representation. Though the Constitution does not qualify backwardness in terms of Caste, affirmative action is qualified by caste.
