Patrick Colquhoun 1745-1820 was one of the founders of the River Thames Police and greatly influenced subsequent police forces. "As impressive as Colquhoun's salesmanship of the public police idea was his main contribution is recognized as the introduction of crime prevention or preventative policing as a fundamental principle to the English police system. His police were to be a deterrent to crime by their permanent presence on the Thames. He came to this conclusion through viewing policing as a science and in utilitarian fashion attempted to press that science into the service of the national political economy. He published two dozen treatises on a variety of social problems but the most significant is his A Treatise on the Police of the Metropolis." An early edition of this fascinating work regarding police reform from the founder of the first regular preventative police force and noted magistrate Patrick Colquhoun. The fourth edition of the work. Lacking front free endpaper. Half title and folding plate are both present. Patrick Colquhoun was a Scottish merchant statistician and magistrate who was responsible for founding the first regular preventative police force in England known as Thames River Police. Following on from the theft of an estimated £500000 worth of stolen cargo a year from the Pool of London on the River Thames Colquhoun along with utilitarian philosopher Jeremy Bentham and master mariner John Harriot founded the Thames Valley Police. The first year saved an estimated £122000 worth of cargo and rescued several lives. His work is credit as an important precursor to the 'new' police founded by Robert Peel. Colquhoun published twenty four different treatise regarding a variety of social issues and concerns with this work 'A Treatise on the Police of The Metropolis' being the most significant. The work details a number of social issues considered important issue by Colquhoun with accompanying advice and information regarding his suggested solution to each issue. An influential treatise written by an important figure in police reformation. In a quarter calf binding with marbled boards and paper vellum to the extremities. Externally a trifle rubbed particularly to the spine and boards and resulting in some slight loss to the leather and cloth. Slight loss to spine label. Hinges are strained. Lacking front free endpaper. Slight offsetting to front and rear pastedown. Internally firmly bound. Pages bright and clean with just the odd spot and marginal age toning. Loss to page ix not affecting the text. The occasional contemporary ink annotation. Good H. Fry hardcover

Ink-stamps and manuscript shelf-marks of Nottingham Public Libraries to verso of title page terminal leaf reinforced at gutter. Presentation copy inked inscription to head of title: 'With the Author's compliments'. The rare provincially published sole-edition of antiquary and political manager William Dickinson's bap. 1756 d. 1822 impassioned appeal for the introduction of measures for the prevention of civil unrest. Amongst Dickinson's recommendations - rather presciently compiled mere weeks prior to the outbreak of the Irish Rebellion - are methods for the more efficient protection of local depositories of firearms and gunpowder from the 'temptations to insurrection'. In cataloguing those groups of persons he believes most given to insurrection including 'Republicans' and 'Artizans' the latter 'foremost in the ranks of rebellion' Dickinson specifically attacks poachers: 'Used to consider the fowls of the air the fishes of the water and even the beasts of the field as a common property and particularly expert in the use of fire arms I scarcely know a description of men more obnoxious to suspicion'. A few sections underlined and annotated in a contemporary hand in the left blank margin worn; paper extensions mainly in the right margin; prominent horizontal central fold other folds reinforced on verso with occasional lost of one or two letters. A remarkable survival preserved in mylar L-sleeve backed with lig-free board. GIGANTIC APPARENTLY UNRECORDED BROADSIDE ISSUED BY THE STATE MAGISTRATE WARNING AGAINST THE 1744 "CATTLE PLAGUE" EPIDEMIC IN NORTHERN ITALY A FLIMSY ATTEMPT AT GOVERNMENTAL MANAGEMENT AND DISEASE CONTROL. <br /> <br /> The disease described herein was almost certainly RIDERPEST a highly contagious viral infection which can produce a 100% death rate among herds the colloquial term "cattle plague" is a misnomer because sheep and goats can also be afflicted by it. <br /> <br /> The 1744 outbreak had been observed in The Netherlands in the months before our broadside was printed but the Magistrate mentions only the reports from Franche Comté. While the devating consequences of cattle plague in The Netherlands are well researched its effects in Italy at this same time are not well-known probably due to the comparatively low survival rate of contemporary documentation. <br /> <br /> Indeed no other copy of our broadside can be found. Here the Magistrate of the Conservatory General of Health gives warning signs of the infection and preventative measures against its spread including mandatory "lazarettos" quarantine areas for livestock. The "nature and the signs" of the disease is addressed along with a dubious and ineffectual attempt at a remedy which involved cold water salt vinegar pepper and camphor; "Rimedi preservativi" prophylactic measures are recommended and steps for "fumigating" i.e. disinfecting livestock and their owners are given. <br /> <br /> The urgency of Magistrate's is justified: less than 30 years earlier through circuitous trade routes cattle plague had spread like wildfire even the most remote regions of Eastern and Western Europe and Britain. Such trade networks had become larger and more sophisticated in order to supply food to growing urban centers.<br /> <br /> Throughout history outbreaks of cattle plague led to severe economic crisis: the resulting famine inflation civil unrest and overall moral decay destabilized societies with crippling effect as had been seen in The Netherlands in the first outbreak of 1713-1720. Wherever and whenever cattle plague emerged religious figures government officials technocrats and the public wrested with the meaning and consequences of these disasters.<br /> <br /> Students and scholars of socio-economics in the Early Modern era would do well do incorporate primary sources of veterinary history in their research.<br /> <br /> NB: Interested parties are advised that this huge broadside will be shipped folded.
