This article is a critical examination of the judgement of the European Court of Human Rights in the Loizidou case, delivered on 18 December 1996, relating to complaints of violation of applicant's rights to her possessions in Kyrenia (Girne) in North Cyprus. The Court found that the prevention of the applicant, a Greek Cypriot living in South Cyprus, from having access to her property in North Cyprus amounted to a violation of her right to possessions. The incident happened during a demonstration by a Greek Cypriot women's group. The applicant was arrested by the Turkish Cypriot police after she violated the United Nations (UN)-controlled buffer-zone and the borders of the Turkish Republic of Northern Cyprus (TRNC). The applicant complained to the European Commission of Human Rights against her arrest and argued that her right to possessions was violated as she was not allowed access to her property. The Commission did not accept her complaints. However, the European Court of Human Rights reversed the finding of the Commission relating to allegation of violation of the right to possessions. The Court wrongly attributed responsibility to Turkey, having failed to take into consideration the political and legal status of the Turkish Cypriot people and the exercise of substantial jurisdiction by the authorities of the TRNC. Moreover, the Court dealt with the right to possessions in isolation of the political situation in the Island. In doing so the Court ignored completely the status of the UN-controlled buffer-zone, and decided the case in isolation of the talks between the Turkish Cypriots and Greek Cypriots and the principles agreed upon in that context. The judgement undermines the principle of "bi-zonality" and therefore, constitutes a set-back to efforts to reach an agreed and peaceful settlement in the Island.

As a result of the hostility of the Third French Republic which endured from 1870 to 1940, many religious orders were disbanded in France and few orders could survive because of the governmental pressure. A diplomatic crisis broke out between the Holy See and France. The French ambassador to Rome was recalled and the Papal Nuncio to France was expelled. This crisis affected also the strength of France in Orient, who was the Protector of the Latin Catholics and in a wide coverage, all the Catholic subjects. During the sultanate of Abdülhamid II, the role of the Apostolic Delegate (representative of the Pope before the diplomatic relations started) was enhanced in front of the Sublime Porte. Because of this diplomatic crisis between the Holy See and France, there have been serious diplomatic conflicts between the Apostolic Delegate in Istanbul and French ambassadors. It is possible to read these conflicts through the diplomatic archives and correspondences, especially through the recently published documents, which are part of the Vatican Secret Archives. During the pontificate of Pope John XXIII in 1960, the diplomatic relations between the Holy See and Turkey started by the appointment of a Turkish Ambassador to the Holy See and an Apostolic Nuncio to Ankara. This project is aiming to focus on the challenge of power between France and the Holy See in front of the Sublime Porte for keeping the right of representing and protecting the Catholic Subjects in the 19th and 20th centuries, including the establishment and development of the French Protectorate in the Ottoman lands, its abolishment and the diplomatic attempts of Apostolic Delegates for being recognized by the Turkish authorities as the representative of the Pope for Catholic subjects, until the reciprocal appointment of ambassadors in 1960.

[Exhibition catalogue]. a most interesting exhibition about three Japanese men: Yamada Torajiro (1866-1957), Ito Chuta (1867-1954), and Otani Kozui (1876-1948), these threemen visited Istanbul during the early stages of Turkish-Japanese relations. The endeavors and experiences of these three Japanese men in the Ottoman Empire and the Turkish Republic inspired this exhibition. Businessman and tea master Yamada, architect, professor, and the first Japanese architectural historian Itô, and Buddhist abbot and researcher Ôtani were three outstanding men who left their mark in Japan through their respective fields. Coincidentally enough, the three Japanese grew interested in the Ottoman Empire/Turkish Republic roughly around the same period, in late 19th to early 20th centuries, and left behind works that related their experiences in Turkey. The exhibition is based on the views and experiences of these three Japanese men; through new finds, historic works, and documents, including objects from Japanese and Istanbul museums that are displayed for the first time, it conveys the Ottoman Empire and Turkey impressions of Japanese from the Meiji period. Through the adventures of these three Japanese men, the exhibition explores a multi-layered window of history that opens from Istanbul to the world.
