In 1985 the Aeronautical Policy Review Committee--composed of sixteen leaders of government industry and universities--considered the evolving international agencies in aeronautics and America's future in it. In their March 1985 report "National Aeronautical R&D Goals: Technology for America's Future" the Committee recommended that all sectors of American aeronautics direct their skills and energies toward the highest-payoff technology areas to sustain the nation's leadership position. Toward that end three specific goals--in subsonic supersonic and transatmospheric flight regimes--were established. The Committee believed in its 1987 report that sustained U.S. leadership will require greater achievements by all sectors. The Committee believed that this challenge to our competititivenss was so important that it now issued a call to action. This sequel presents a cohesive U.S. strategy and an eight-point action plan to achieve the National Goals and remain a viable competitor in the world aviation marketplace. The Office of Science and Technology Policy OSTP is a department of the United States government part of the Executive Office of the President EOP established by United States Congress on May 11 1976 with a broad mandate to advise the President on the effects of science and technology on domestic and international affairs. President Richard M. Nixon eliminated the President's Science Advisory Committee after his second Science Advisor Edward E. David Jr. resigned in 1973 rather than appointing a replacement. The United States Congress then established the OSTP in 1976 with a broad mandate to advise the President and others within the Executive Office of the President on the effects of science and technology on domestic and international affairs. The 1976 Act also authorizes OSTP to lead interagency efforts to develop and to implement sound science and technology policies and budgets and to work with the private sector state and local governments the science and higher education communities and other nations toward this end. In summarizing its conclusions the 2012 Committee reports that "concerns about maintaining the capabilities to sustain U.S. national security into the future.are not the result of intrinsic technical limitations and are not limited by a possible future under the CTBT." It believes that risks to the U.S. Stockpile Stewardship Program to maintain nuclear weapons capabilities are limited. Were new types required the U.S. has the option to withdraw from the CTBT. The U.S. can deal with threats from secret cheating on the test ban by others "as effectively under the CTBT as it could without the CTBT." Were an adversary to seek to develop a new type of strategic weapon the U.S. would observe the required testing and if U.S. technical capabilities are sustained the U.S. "will retain effective protection against technical surprises" regardless of CTBT ratification. These are remarkable statements. The Committee concludes in effect that a decision to seek Senate consent to ratification can comfortably be taken on technical grounds. Other factors will then be of greater salience such as how ratification will impact on U.S. objectives cap the qualitative weapon capabilities of others preserve and strengthen the Non-Proliferation Treaty and broader nonproliferation regime and best engage in dealing with the current problematic cases of the DPRK and Iran. The project scope was for the Committee to review and update aspects of the analysis in the 2002 National Academies' report Technical Issues Related to the Comprehensive Nuclear-Test Ban Treaty drawing on the latest evidence in each of the following areas: 1 Maintaining the safety and reliability of the U.S. stockpile. The committee will assess including information developed for and produced by the Nuclear Posture Review the Administration's plan to manage the risks in ensuring over the longer term a safe and reliable nuclear weapons stockpile absent underground nuclear testing. The experience of the U.S. stockpile stewardship program particularly in the last decade will also be taken into account. 2 Nuclear explosion detection location and identification. The committee will assess present nuclear explosion detection capabilities taking into account the totality of assets accessible to the United States including: a any improvements in U.S. national technical means in the last decade and b operating experience of the international monitoring system. The committee might also consider how these capabilities are expected to improve over time. 3 Sustainability. The committee will assess what commitments are required to sustain: a America's nuclear stockpile; b the U.S. monitoring system; and c an adequate international verification regime including On-Site Inspection. 4 Technical Advances. The committee will assess the potential technical advances to nuclear weapon capabilities for other countries: a that result from evasive and non-evasive testing at levels below the U.S. detection capability; and b that result from returning to full-yield testing in a non-test-ban environment.
