House Resolution 465 provided in part as follows: Resolved It shall be the duty of the committee acting as a whole or by subcommittee to investigate all matters relating to the postwar military requirements of the United States; to gather information plans and suggestions from informed sources with respect to such military requirements; to study the plans and suggestions received; and to report to the House or to the Clerk of the House if the House is not in session from time to time during the present Congress the results of findings made and conclusions reached. This contains an immense amount of information and perspective in its 600 pages reflecting the experience with military manpower during WWII and issues and concerns needing to be addressed in the immediate postwar period. The committee concentrated its investigation on three problems connected with whether a universal military training program should be established; whether a single Department of the Armed Services should be created; and how the active and organized support of scientific research and development might be assured to the armed services. The committee conducted extensive public hearings from April 1944 to June 1945 receiving testimony from civilian and military officials of the Federal Government from religious labor veterans and other organizations and from citizens. In accordance with the provisions of House Resolution 465 78th Congress the committee submitted to the House of Representatives its findings and conclusions in a series of reports: House Reports 1645 and 1923 78th Congress 2d session; and House Reports 505 and 857 79th Congress 1st session.
