Book In spite of the title the journal actually begins with the initial meeting of the South Dakota Senate which began at noon on Oct. 15 1889 and met until Thursday the 17th pp. 3-15. The first session largely consisted of the swearing in of the first governor and other officers pp. 4-5 the election and certification of the first U.S Senators for the state R.F. Pettigrew and Gideon C. Moody pp. 8-9 11-14 and the first two resolutions: 1 to urge Congress to pass a bill providing “an appropriation for the purpose of making necessary surveys and of boring experimental artesian wells†as an initial step in creating “a system of irrigation†p. 10 and 2 to have the governor “as soon as the State is admitted into the Union†appoint committees to “visit investigate and examine each and every public penal charitable and educational institution in South Dakota†p. 15. WordCat shows only one holding for the stand-alone volume at The British Library OCLC 503943854 however there are other holdings for the series including this first volume. Size: 9" -11" - Small Quarto Sm. 4to. Item Type: Book. The text block is tight and unmarked. The thin paper is tanned especially around the outer edges. Quarter bound in a thin textured leather that is heavily worn and marbled paper over boards. The leather has worn through on the front hinge though the underlying cloth is stll holding. The top 1 1/2" on the rear hinge is broken as well. The leather at the corners is worn exposing the boards. The title on the spine is barely legible. Light foxing in the rear Index pages but the body of book is clean and unfoxed. The original owner has written his name with a fountain pen at the top of the title page along with the dates 1889 & 1899 and a number code of 1039. Quantity Available: 1. This volume also covers an investigation of the economic conditions in the Reconstruction South as well as infrastructure development. From the complete and scarce 1872 Ku Klux Klan reports regarding their rebellious activities. Considered one of the most complete chronicles of the Klan from the Reconstruction Era. This volume contains numerous interviews with prominent citizens local officials victims of Klan activity and other witnesses. The investigation of Klan activity was part of the larger effort to eliminate the Ku Klux Klan altogether with the Enforcement Act of 1871 which was also known as the Civil Rights Act of 1871 or the Ku Klux Klan Act. This act empowered the President to suppress state disorders and suspend the right of habeus corpus in the wake of racial violence and intimidation initiated by the Ku Klux Klan and their supporters. Spine of otherwise-lovely binding is quite sunned; tight and internally near fine with occasional touch of foxing. Handsome copy of this in-depth collection of daily proceedings of this institution opening with May 6 and closing with July 11. For anyone wanting to study the speeches resolutions motions acts anything and everything that comes before this legislative branch the Senate proceedings are as in-the-weeds as they come. This special copy bears a fine presentation inscription in brown ink on the front flyleaf from Connecticut's lieutenant governor to his eldest son: "Arthur H. Averill / Danbury Nov 24 AD 1863 / With the affection of / Roger Averill." Roger Averill 1809-83 was a notable Connecticut attorney and politician and served as that state's Civil War lieutenant governor from 1862 to 1865 under Governor William B. Buckingham. Arthur H. Averill 1845-94 was the eldest of his six children an attorney who served the city of Danbury. There is a great deal of Civil War content of every sort major and minor buried in these pages. After page 358 the journal switches to "The Executive Journal of the Senate of the State of Connecticut" with second title page opening with mention of "His Honor Roger Averill President." Since Connecticut's lieutenant governor also serves as President of the Senate Averill identified simply as "The President" appears frequently throughout this volume. All three volumes of this complete set are in very good to good condition in their original stamped black and brown cloth covered boards with the remnants of gilt text on the spines. Each is an octavo of 8 3/4 by 5 3/4 inches with heavy wear and rubbing to the cloth at the heads and heels of the spines. The front and rear end sheets for all three volumes show spots of foxing. The cloth of volume II is worn at the front joint with no weakness to the hinge itself and there is a 1/2 inch deep chip to the cloth at the head of the spine. Volume III has had the backstrip of the spine professionally replaced. Volume I contains 741 pages of text which includes an index to this volume only. Volume II contains 498 pages of text which includes an index to the first two volumes. And volume III contains 401 pages of text. With an index for all three volumes at the front of this volume. Edward Shippen IV 1729-1806 was lawyer judge government official and prominent figure in colonial and post-revolutionary Philadelphia. In 1791 he was appointed to the Pennsylvania Supreme Court serving with Jasper Yeates and Edward Burd both kinsmen and former students. Shippen became chief justice in 1799 but in 1804 was impeached on flimsey political grounds. The next year the Pennsylvania Senate acquitted him and his associates. 8vo 491 86 pp. The text is followed by a 96-page appendix which cites numerous legal points in previous cases as they relate to this one.
