One of the drivers for this hearing was a proposal in the President's budget to cut $247 from the budget of the Indian Health Service in 1995. The proposed budget was feared would eliminate funding for new construction of hospitals clinics and sanitation facilities reduced funding for childhood immunizations dental care and mental health programs and would result in staff reductions of approximately 2000 over two years.
