This is a major part of the official record of one of the most dramatic aspects of the American political engagement during the Cold War. The Senate consider the conduct of Senator McCarthy as bringing that body into disrepute and chartered a Select Committee to consider Censure charges against "Tailgunner Joe". The committee found few precedents to serve as a guide because previous instances were typically based on single occurances not a prolonged period of misconduct. There were over forty instances of alledged misconduct that the Select Committee considered. The committee set forth to analyze the charges to investigate the charges and to hold hearings where the committee could present witnesses and documentary evidence for the purpose of placing on record for later use by the Senate the evidence and other information gathered during the preliminary investigation period.
