Large softcover original government publication in original wraps. Exterior shows edge and spine issues which includes chipping and tearing. Front cover has a dark spot along the bottom and the original owners name written in pencil along the top edge. Internal binding is good and text pages are secure. Paper is toned due to age and some minor spotting and foxing is present. No other handwriting noted other than the name written on the front cover. No bookplates no underlining no library markings. The last text page has some tearing in the gutter which was caused by a bit of binder glue. An extremely rare publication which also covers the Brownsville affray and was released by the 59th Congress second session. The Committee had previously examined 'failed States' and the risk such entities posed to the United States' national security. The Commitee concluded that within the Western Hemisphere Haiti had been a continuing tragedy. Its prospects for advancement had been marred by authoritarian rule and periods of political instability. Organization of American States Resolution 822 laid out specific steps that the government of Haiti needed to take to fulfill the promise of true democracy in Haiti. Harvey Matusow was an American Communist who became an informer for the Federal Bureau of Investigation and was paid to be a witness for a variety of anti-subversion bodies including the House Un-American Activities Committee before eventually recanting the bulk of his testimony. These activities led to his own perjury conviction and a prison sentence. His McCarthy era activities overshadowed his later work as an artist actor producer and our favorite working as a clown in New Mexico while living in a school bus. GPO unknown
