L'ipotesi adottata è che l'integrazione europea è progredita a partire da un nucleo "sovranazionale" iniziale sino all'attuale Unione, che il Parlamento europeo definisce una "democrazia sovranazionale". Il carattere sovranazionale delle istituzioni europee ha consentito la creazione di importanti beni pubblici europei, come il mercato interno, l'euro e numerose politiche. Ogni capitolo discute di alcuni cruciali beni pubblici mostrando l'evoluzione delle istituzioni europee in relazione alla complessa realtà storica che le ha condizionate. Un approccio narrativo è indispensabile, perché le istituzioni europee sono in continua evoluzione. Tuttavia, nelle Appendici a ogni capitolo si approfondiscono i problemi teorici, mostrando come l'integrazione europea costringa a riformulare alcuni concetti fondamentali dell'economia e della scienza politica. Infine, si affronta la questione del ruolo dell'Unione europea nel mondo, caratterizzato dal processo di globalizzazione e dalla formazione di un nuovo multipolarismo. A questo proposito, si estende il metodo sovranazionale, già sperimentato in Europa, anche su scala mondiale. Towards the end of the Act, particular provision is made for the Cinque Ports 'Whereas in the whole Jurisdiction of the Cinque-Ports, and their Towns and Members on the Coasts of Kent and Sussex, there are not any Justices of the Peace nor Divisions...Such Certificate as aforesaid shall be sufficient, where no Justice of the Peace shall be residing or inhabiting within Three Miles of such Port or Town'. The nature and condition of this Act makes it very suitable for framing and display. VERY SCARCE.
br. È da tempo invalsa nell'opinione pubblica l'idea che realizzare compiutamente un regime democratico significhi aumentare l'efficienza della sua azione, renderla più incisiva. Di qui il disegno di rafforzare il ruolo dell'esecutivo a spese della rappresentanza parlamentare, la cui attività dialettica è spesso tacciata di verbalismo e di sterile faziosità. Lo strumento più usato per rinvigorire il potere esecutivo è un qualche meccanismo elettorale maggioritario. Un'idea correlata è che il requisito essenziale per l'esistenza di una democrazia consista in libere elezioni. Ambedue i postulati sono errati perché non colgono la ratio di una democrazia, ossia che con libere elezioni si formi un organo sovrano collettivo che annoveri tutte le componenti ideologiche della nazione. Riproducendo esattamente i sentimenti e le convinzioni dell'intero popolo, quell'organo sovrano opererà allo stesso modo dell'intero paese adunato in un'unica assemblea. Solo a questa condizione, ossia in assenza di qualsiasi correzione maggioritaria, ci sarà una crazia del demos e non un semplice trasferimento di potere popolare nelle mani di un soggetto in qualche misura diverso dal popolo.

In February James II moved to Calais and the Jacobite conspirators moved to action. As William drove home to Kensington Palace from his weekly outing in Richmond Park he had to pass along a narrow and muddy lane near Turnham Green. Here he was to be surrounded and murdered. This was the most serious of the several plots against him, but the plotters' security was lax and on 24 February William announced in parliament knowledge both of the plan and of the proposed invasion from France.This act arraigns Sir George Barclay and a number of lesser Jacobites including Johnson alias Harrison, Durant alias Durance, Michael Hare, Major George Holmes, Philip Hanford alias Browne, Richard Richardson, John Maxwell, Bryerly, Plowden and Hungate.Conspirators already languishing in Newgate are named as Counter, [Major ] John Bernardi, Robert Cassells, Robert Meldrum, James Chambers and Robert Blackbourne.
