La spina dorsale della democrazia è costituita dalla fiducia che elettrici ed elettori hanno verso i rappresentanti da loro eletti, verso la loro competenza e serietà, le loro buone intenzioni e la loro onestà, il loro orientamento etico e la loro integrità morale.
