Il capolavoro dell’autore: «The most comprehensive vision of ‘public finance’ published in the Italian Enlightenment. The ‘Trattato’ is a landmark in the development of the modern theory of taxation, a treatise that clearly shows — as the author states in his preface — the close realtionship between politics, economics and civil life» (Books That Made Europe). «[...] a digest of all that was best, not only in the public-finance literature of the eightteenth century but also in most of that of the nineteenth» (Schumpeter). L’attribuzione deriva dalla firma in calce alla dedicatoria. Un’ampia sezione del trattato è dedicata alle riforme fiscali basate su criteri di equità in rapporto alle effettive disponibilità finanziarie, sgravando le classi meno abbienti. Tale pensiero innovativo costò all’autore la proscrizione all’isola di Pantelleria.
