After the flight of France's Empress Eugenie to England after the Battle of Sedan in 1870 Napoleon's private papers and correspondence fell into the hands of the new Government of the National Defense. A Commission was immediately appointed to examine these documents. The Commission then published certain of these documents, creating a profound impression throughout France.
