Les principaux buts et objectifs des Nations unies ont récemment été réévalués. Cette réévaluation - soulignée dans le programme de réforme du Secrétaire général Kofi Annan et lors du Sommet du millénaire - a conduit les 189 États membres à réaffirmer leur foi en l’organisation. De nouvelles formes de consensus et de coopération se développent quant à ce que les Nations unies devraient s’efforcer d’atteindre et quant à la meilleure façon de les organiser pour améliorer leurs opérations. Il y a toujours eu un large consensus sur ce point - en fait, tout au long des 60 ans d’histoire de l’Organisation. Les divergences sur le meilleur remède reflètent la confrontation politique entre ses 191 États membres. On a reproché à l’institution de manquer de légitimité, de devoir rendre des comptes et d’être inefficace avec une bureaucratie hypertrophiée. Récemment, des allégations de mauvaise gestion et de corruption dans le cadre du programme "pétrole contre nourriture" ont provoqué une crise de confiance. Le débat public a suivi les initiatives de réforme visant à élargir le Conseil de sécurité, à atteindre les objectifs du Millénaire pour le développement et à établir de nouveaux mécanismes collectifs pour protéger les droits de l’homme, lutter contre le terrorisme et réagir aux crimes contre l’humanité. Le renforcement des pratiques de contrôle, de gouvernance et de gestion visait à introduire des changements institutionnels fondamentaux. La publication décrit le processus de réforme qui a conduit au Sommet des Nations Unies de septembre 2005. Les résultats obtenus restent décevants avec l’échec de l’approbation d’un grand compromis. Un certain nombre de recommandations sont formulées pour faciliter le processus de réforme des Nations unies, tout en sachant que ce processus restera lourd et qu’il s’agira d’un long effort progressif.
