Lenoir s'y montre à la fois mémorialiste témoignant de son activité passée et la justifiant face à la postérité, et homme d'expérience qui réfléchit sur les conceptions et les pratiques de la police. Ces mémoires représentent également une source magnifique sur l'histoire de Paris, un vivier pour l'histoire administrative et l'histoire de la police, à une époque où les projets réformateurs abondent.
