Ewald 1863-1954 City of Dayton Ohio city clerk and later head of the Montgomery County auditorâ€™s department. First edition of this very uncommon Progressive Era police department history issued to raise funds for the nascent pension fund for Dayton Ohio police officers in the first decade of the 20th Century. The Dayton Police Department was at the cutting edge during the Progressive Era not only hiring and incorporating African-Americans and Women into their police force but also one of the earliest in the U.S. to adopt the Bertillon System for criminal identification pre-dating fingerprint identifications by 15 years and in 1879 was one of the earliest to require photographs taken of all arrested â€œnoted criminals and suspicious characters.â€ This work contains an excellent photograph of William Jenkins b. 1865 the first African-American hired by the Dayton OH police in 1898 and would continue serving with the city until 1917 when he was forced to retire after suffering serious injuries arresting four of six members of the notorious local â€œAlabama Gangâ€ in November 1916. Renowned for running down suspects his left hand right hip and eye nerves were injured in the fight and after retirement became a security guard for National Cash Register. The second African-American was Ptl. Lucius Rice b. 1876 who had recently been appointed patrolman in 1909 after serving with Company C of the Ohio National Guard winning in 1908 the government medal for marksmanship rose to Sergeant in 1916 the first African-American to hold a supervisory rank and continued his career until killed in the line of duty after a 1939 shoot-out with a suspect. Of additional interest are the second and third Dayton OH police department employees Ida Van Skaik d. 1922 who served as jail matron onsite and traded off 12 hour shifts with the other Kate Allen who served until 1927 and was the first policewoman to receive a pension from Dayton OH. This pension fund-raiser even includes photo and biography of the Central Police Station African-American maintenance man Lewis Edwards b. 1867 who had previously worked as a railroad brakeman before his appointment in 1906. First edition thus of this exceedingly scarce â€œEscaped Prisoners Wantedâ€ Progressive Era handbook designed to be expanded by the recipient bounty hunter bail bondsman peace officer or railroad operator in the decade leading up to World War I. Each of the Wanted notices includes the prisonerâ€™s mugshots identifying marks known relatives and addresses arrival date charges physical description along with the $ 50.00 reward for arrest and detention -- nearly an average workerâ€™s monthly salary so a significant sum. Typical of the sparse crime statistics at the time about 40% of these escapees had been originally convicted of larceny a number of others of armed burglary arson many con artist forgers horse thieves along with attempted rape rape sodomy and even supporting prostitution as indicated by Louis Sassman who escaped Sept. 19 1912. Oregon State Penitentiary had undergone some reforms after the restrictive Victorian era and by 1911 included a State Parole Board Capital Punishment was abolished in 1914 a Flax Mill was established inside the 14-foot walls to provide employment revenue and cut down on escapes from work gangs in 1915. Many of the escaped prisoners had previously served time in Western prisons such as San Quentin Montana State Penitentiary Washington State Penitentiary and OSP such as Louis J. Arstell Escaped August 14 1913 Michael McMurray C.H. Drocker Herbert Merithew James Oâ€™Brien Tim Oâ€™Brien and others. Many were Irish German Russian Scottish and other immigrants. However there was a Klamath Modoc Native American Joseph Johnson sentenced in Klamath County for Burglary and Albert Thompson a Black Mexican-American convicted on burglary charges in Umatilla County who escaped Nov. 11 1911. Wardens during this decade included Berton K. Lawson 1912-1914; then Harry Minto 1864 who believed the Progressive Reforms should be rolled back and treated prisoners to beatings isolation and harsh discipline only to be killed by escapee Otto Hooker Sept. 27 1915 not included in this booklet as Hooker subsequently died and was no longer at large; and Charles A. Murphy 1916-1917.
