First edition thus of this exceedingly scarce “Escaped Prisoners Wanted†Progressive Era handbook designed to be expanded by the recipient bounty hunter bail bondsman peace officer or railroad operator in the decade leading up to World War I. Each of the Wanted notices includes the prisoner’s mugshots identifying marks known relatives and addresses arrival date charges physical description along with the $ 50.00 reward for arrest and detention -- nearly an average worker’s monthly salary so a significant sum. Typical of the sparse crime statistics at the time about 40% of these escapees had been originally convicted of larceny a number of others of armed burglary arson many con artist forgers horse thieves along with attempted rape rape sodomy and even supporting prostitution as indicated by Louis Sassman who escaped Sept. 19 1912. Oregon State Penitentiary had undergone some reforms after the restrictive Victorian era and by 1911 included a State Parole Board Capital Punishment was abolished in 1914 a Flax Mill was established inside the 14-foot walls to provide employment revenue and cut down on escapes from work gangs in 1915. Many of the escaped prisoners had previously served time in Western prisons such as San Quentin Montana State Penitentiary Washington State Penitentiary and OSP such as Louis J. Arstell Escaped August 14 1913 Michael McMurray C.H. Drocker Herbert Merithew James O’Brien Tim O’Brien and others. Many were Irish German Russian Scottish and other immigrants. However there was a Klamath Modoc Native American Joseph Johnson sentenced in Klamath County for Burglary and Albert Thompson a Black Mexican-American convicted on burglary charges in Umatilla County who escaped Nov. 11 1911. Wardens during this decade included Berton K. Lawson 1912-1914; then Harry Minto 1864 who believed the Progressive Reforms should be rolled back and treated prisoners to beatings isolation and harsh discipline only to be killed by escapee Otto Hooker Sept. 27 1915 not included in this booklet as Hooker subsequently died and was no longer at large; and Charles A. Murphy 1916-1917. Tall 8vo. 244 pp. Photo frontisp. of police headquarters several photogravure portraits with photo plates throughout some illustrated ads including National Cash Register Co. Otterbein Press Dayton Journal etc. Pebbled blue cloth over beveled boards gilt lettering front cover & spine decorated endpapers minor edgewear rubbing to corners couple closed tears still VG copy w/ No. 457 limitation tipped-in and from the library of George B. Ewald 1863-1954 City of Dayton Ohio city clerk and later head of the Montgomery County auditor’s department. First edition of this very uncommon Progressive Era police department history issued to raise funds for the nascent pension fund for Dayton Ohio police officers in the first decade of the 20th Century. The Dayton Police Department was at the cutting edge during the Progressive Era not only hiring and incorporating African-Americans and Women into their police force but also one of the earliest in the U.S. to adopt the Bertillon System for criminal identification pre-dating fingerprint identifications by 15 years and in 1879 was one of the earliest to require photographs taken of all arrested “noted criminals and suspicious characters.†This work contains an excellent photograph of William Jenkins b. 1865 the first African-American hired by the Dayton OH police in 1898 and would continue serving with the city until 1917 when he was forced to retire after suffering serious injuries arresting four of six members of the notorious local “Alabama Gang†in November 1916. Renowned for running down suspects his left hand right hip and eye nerves were injured in the fight and after retirement became a security guard for National Cash Register. The second African-American was Ptl. Lucius Rice b. 1876 who had recently been appointed patrolman in 1909 after serving with Company C of the Ohio National Guard winning in 1908 the government medal for marksmanship rose to Sergeant in 1916 the first African-American to hold a supervisory rank and continued his career until killed in the line of duty after a 1939 shoot-out with a suspect. Of additional interest are the second and third Dayton OH police department employees Ida Van Skaik d. 1922 who served as jail matron onsite and traded off 12 hour shifts with the other Kate Allen who served until 1927 and was the first policewoman to receive a pension from Dayton OH. This pension fund-raiser even includes photo and biography of the Central Police Station African-American maintenance man Lewis Edwards b. 1867 who had previously worked as a railroad brakeman before his appointment in 1906. Good. <p>Edward Alswoth Ross 1866-1951 was an American sociologist and eugenicist and a major figure in early criminology. Rather remarkably in his last twenty years he grew out of the disreputable views of his earlier life when he was a believer in eugenics and sterilization and opposed immigration to the point of suggesting that America would do better to turn its guns "upon every vessel bringing Japanese to our shores rather than to permit them to land". In the 1930s he was a supporter of Franklin Roosevelt's New Deal program and from 1940 to 1950 he served as chairman of the national committee of the American Civil Liberties Union. First edition of this Great Depression Era prison reform memoir detailing the life story of career criminal John Goode and his continued downfall and numerous incarcerations over a career of many decades. Moved abruptly to Colorado in the 1870’s Goode ran away from home in 1875 becoming a “second story worker†for a band of yeggmen in Denver; two years later was sent to reformatory in Massachusetts for robbery before escaping twice; indentured to a fishing schooner off the Grand Banks before escaping; rustled cattle in New Mexico looted gambling halls in Colorado herded sheep in Wyoming and eventually repeated in prison sentences in Ohio for Highway Robbery as well as running pickpocket ring in New York. Henkle 1883-1935 editor of the New York Herald and prison reformer along with journalist Thelma Roberts believed his story should be told and dedicated the book to Goode’s mother and “all those who understanding that boys are at hear adventurers romancers brave little crusaders and help them to find the paths of right adventuring.†Scarce in original dustjacket. Criminologist and geographer George F. Rengert takes a unique approach to the problem of illegal drug distribution and U.S. drug markets. Using maps and charts to illustrate his findings Rengert applies spacial diffusion models to the illegal drug trade and explains why certain drugs are transported and found in different parts of the country. For example the highest concentration of marijuana plants is not on either coast but rather across the middle of the United Statesthroughout what is known as the corn belt. At the local level Rengert assesses the patterns and processes that interconnect drug sales and neighborhood deterioration and change.The book also addresses the important issues of how illegal drugs in this country operate on wholesale and retail levels and ways in which law enforcement at the federal state and local levels contend with this widespread problem. Using ethnographic material to provide real-life examples Rengert explores how drug dealers on the street expand spatially and predictably in their neighborhoods. He introduces his subject as follows in the first paragraph: 'I regard it as a great honour to have been invited by Professor Lopez-Rey on behalf of the Secretariat of the United Nations to address the Second United Nations Congress on the Prevention of Crime and the Treatment of Offenders. The subject assigned to me is criminological and penological research a fascinating but intricate theme. I am honoured but also embarrassed for how can I be expected to say something new or important in so distinguished a company of experts from so many parts of the world I cannot but anticipate that much of what I have to say will appear to you self-evident or commonplace.' After providing an 'astounding list' of the 'sub-divisions' of criminology Razinowicz anounces that he deprecates 'those elaborate definitions and sub-divisions and the rather naive belief that clear-cut definitions can be provided' proposing instead the 'workmanlike description' given in the lecture. The only copy traced on either COPAC or OCLC WorldCat at Birmingham. The lecture was republished in a revised form in Radzinowicz's collection 'In Search of Criminology' Harvard 1962. This item derives from the papers of the English journalist George Bilainkin c.1903-1981.
