Light toning to edges and margins. 1" closed tear at bottom of crease. <br /> This is a report read at a New York State conference on penal reform in 1902. It was prepared and presented by committe chariman and progressive reformer Eugene Ambrose Philbin cowritten by 8 other noted activist leaders including Josephine Shaw Lowell and William Church Osborn. The report admonishes the presence of politics and profiteering in the administration of prisons and charitable organizations the first seeds of corruption that have now blossomed into America's billion dollar prison industrial complex. The pamphlet reads today as an early warning and somewhat naive call to action concluding with the hope that if earnest workers were to make a "black-list which would contain the names of all politicians who sought to use the alms of the poor for their person profit it would take but a short while to be assured of freedom from such interference." Alas Mr. Philbin there was not enough paper in the world. unknown

No Binding. 1st Edition. First edition. A single sheet measuring 27cm x 22cm. Folded once with some tenderness to the fold and the paperstock a little toned marked spotted and brittle. Some further soiling to the unprinted reverse. Above the title is a black and white cartoon of two ghostly British officers from the Boer War "Ghosts of the British Dead" alongside the skeleton of a third. One figure points at a line of Chinese labourers and is allocated the quotation "Look there Bill that's what you and I and twenty thousand others died for" this in reference to a labour shortage at the gold mines on the Rand a result of the Anglo-Boer War of 1899-1902 displacing large numbers of the indigenous population which resulted in the importation of Chinese labour in 1904. The cartoon was originally printed in a January 1904 issue of the British newspaper 'Morning Leader' and is reproduced here as #234 of the National Reform Union Leaflets.
