1868001949Philadelphia: By the author 1868. Softcover. Manuscript; 10 1/2 x 8; pp. 4; written in brown ink on "Custom House Philadelphia" stationary; a couple of small nicks to edges; age-toning to margins; very good condition. The report addressed to Charles Gilpin Esq. of the US District Attorney's Office describes the arrival of the Ship Bombay from Liverpool upon which various violations of current laws are discovered - there are 29 1/2 passengers when only 13 1/2 are allowed only 12 berths are present with the majority of them less than 2 ft. wide and one of them less than 6 ft. long the height of the booby hatch is 1 ft. 4 in. shorter than the one specified by law and so on. The last paragraph of the document specifies the fines to be imposed including $50 per head for the extra 16 passengers to the amount of $800 and $5 per head for the narrow berths for 29 1/2 passengers to the amount of $147.50 for a total of $947.50. Instructions from the Commissioners of Audits approved by Queen Victoria's Commissioners of the Treasury which were provided to the Agents General of British colonies. <br /> <br /> Among the "Supplies" procured and forwarded to the colonies are included "Sub-Marine Telegraph Cables Steam Vessels Dredging Vessels" showing a keen involvement with advancing telegraph capabilities after the successful launching of the first telegraphic cable across the Atlantic by the Great Eastern in 1858. <br /> <br /> The instructions include two types of colonies "Crown" and "Representative" seemingly related to the application of the instructions which are "Strictly Applied" in Crown Colonies and "Applied when Practicable" in Representative Colonies. The Crown Colonies include many islands of the Caribbean - Bermuda Jamaica Grenada St. Lucia Bahamas Turks Islands and Trinidad. Bermuda is unusually listed "Convict Service only partly representative. Other Crown colonies are Ceylon Mauritius Western Australia the only Australian state so designated Gibraltar Malta Natal Labuan Sierra Leone Gambia Gold Coast Hong Kong British Guiana British Columbia British Kaffraria St. Helena Falkland Islands Heligoland. <br /> <br /> Representative colonies include Victoria Tasmania and New Zealand Cape of Good Hope New Brunswick Newfoundland Vancouver's Island and St. Kitts. Humphrey's letter reads "Dear Mr. Neufeld: With reference to your letter of October 11 I now have a reply from the Bureau of Customs a copy of which is enclosed. Best wishes. A scarce customs service publication First edition first printing of this informative tribute to the 66 employees of the custom service who served during the First World War as well as the 23 men killed during the conflict. Copies are recorded in just four institutional libraries British Library Leeds Cornell and the University of Hong Kong. For each member of staff sections give their record of service ranks the countries and battles in which they fought honours and wounds received and "other particulars of interest". The majority served on the Western and Eastern Fronts and several were seconded to the Chinese Labour Corps on account of their linguistic skills. The final entry concerns G. R. G. Worcester 1890-1969 whose works on Chinese craft and navigation remain definitive. Octavo. Roll of honour plate decorative title page and initial text printed within red frames.
