The globalization of research has important implications for the U.S. research enterprise for the U.S. government agencies academic institutions and companies that support and perform research and for the world at large. As science and technology capabilities grow around the world U.S.-based organizations are finding that international collaborations and partnerships provide unique opportunities to enhance research and training. At the same time significant obstacles exist to smooth collaboration across national borders. Enhancing international collaboration requires recognition of differences in culture legitimate national security needs and critical needs in education and training. In response to these trends the Government-University-Industry Research Roundtable GUIRR launched a Working Group on International Research Collaborations I-Group in 2008 following its meeting on New Partnerships on a Global Platform that June. As part of I-Group's continuing effort a workshop on Examining Core Elements of International Research Collaboration was held July 26-27 2010 in Washington DC. One primary goal of the workshop is to better understand the risks involved in international research collaboration for organizations and individual participants and the mechanisms that can be used to manage those risks. Issues to be addressed in the workshop include the following: 1 Cultural Differences and Nuances; 2 Legal Issues and Agreements; 3 Differences in Ethical Standards; 4 Research Integrity and the Responsible Conduct of Research; 5 Intellectual Property; 6 Risk Management; 7 Export Controls; and 8 Strategies for Developing Meaningful International Collaborations. The goal for the workshop and the summary Examining Core Elements of International Research Collaboration is to serve as an information resource for participants and others interested in international research collaborations. He has led major projects for the U.S. Department of Defense and the U.S. Navy and foreign governments. His professional expertise has served three Secretaries of the U.S. Navy and two Chiefs of Naval Operations. He is credited with 50 published books including nine previous editions of Ships and Aircraft of the U.S. Fleet and four editions of Guide to the Soviet Navy. Polmar writes a column for Proceedings and was editor of the United States and several other sections of the annual publications of Jane's Fighting Ships. In 2019 the Naval Historical Foundation awarded Polmar the Commodore Dudley W. Knox Naval History Lifetime Achievement Award. A complete history of the aircraft carrier has long been needed tying together all the loose strings of aircraft operations at sea—the towed flying-off barges of World War I the antisubmarine hunter-killer groups of World War II the air support missions in the many post-1945 "limited wars" the attempts of continental navies "to fly" and the ship and aircraft types that evolved over these years of both war and "peace." Aircraft Carriers fulfills this need in the literature of 20th century naval history. So thorough is Mr. Polmar's research that the book is almost encyclopedic in its coverage though following a general and very useful chronological approach. The photographs and diagrams are excellent and complement the text extremely well. Between the large amount of data and the many illustrations Aircraft Carriers should become the standard reference work on the subject of the ships that have carried flying machines and the machines that have done the flying. The book is straight narrative history packed with technical details about the carriers and planes. If the reader has any doubt of this from reading the text he will find much of the data repeated in the captions to the photographs. For backup many of the ship statistics are again repeated in the appendices. The aviation enthusiast will find satisfaction in such facts as the relative rates of climb of the F4F-3 Wildcat and the F2A-2 Buffalo. It is this detail though that makes the book an indispensable reference work. Polmar pulls together all existing information about carrier aviation after 1945 the first writer to have done this in a thorough manner performing a service for which all future naval historians of this period will be indebted to him. And thus we have the chief merit of this masterwork: the first 60 years of carrier aviation history are finally between two book covers. Aircraft Carriers is then a thoroughly-researched meticulous exhaustive and encyclopedic work crammed with useful information statistics and photographs. It is a big book about a very big subject. Its overall message might be summed up by non-aviator "Thirty-One Knot" Burke's alleged remark after watching Task Force 58 pound the Hollandia beaches in April 1944: "The airplane is here to stay!" Fine/Very Good. illustrations some in color and all by Poncins xi 339p. plus 32 unnumbered pages of black and white photos with captions and some text beneath each photo. Original cloth backed in red leather. Clear plastic acetate jacket and red card slipcase with a title label on the front panel. 22 cm. The jacket has modest damage at base of backstrip and some general wrinkling. The slipcase is sound with modest soiling and wear including a small heart-shaped waterspot on the back panel. The book is fresh and clean and even has the original unfaded and only minimally worn red ribbon marker. Copy No. 90 of the limited edition of 550 copies. The book is an account of Poncins' thoughts and experiences during 15 months in 1938-1939 spent in the Canadian Arctic mostly among Inuit people living near King William Land in what is now known as Nunavut. A printed slip laid in the book explains that the book is not signed because Poncins having ". joined the colors of his country France disappeared in the debacle of the French Republic following the fall of Paris." The slip promised that "in the event of his survival and return to the United States arrangements will be made upon request to his publishers . for him to sign this numbered copy of KABLOONA." In fact Poncins had survived and this copy and an unknown but apparently modest number of other copies of the limited edition were signed by Poncins. The signature on the limitation page is by "Eskimo Mike" de Poncins -- Mike being the name by which he was known among the Inuit. All in all a wonderful copy of an important book about the Canadian Arctic and the Inuit people. Reynal & Hitchcock hardcover

Gordon William Prange July 16 1910 – May 15 1980 was the author of several WWII historical manuscripts which were published by his co-workers after his death in 1980. Prange was a professor of history at the University of Maryland from 1937 to 1980 with a break of nine years 1942–1951 of military service in the United States Navy during World War II and in the postwar military occupation of Japan when he was the Chief Historian in General Douglas MacArthur's staff. During this time Prange collected material from and interviewed many Japanese military officers enlisted men and civilians with the information later being used in the writing of his books. Several became New York Times bestsellers including At Dawn We Slept The Untold Story of Pearl Harbor and Miracle at Midway. Prange's 1963 Tora! Tora! Tora! published first in Reader's Digest and later expanded into At Dawn We Slept. Derived from a Kirkus review: A massive history-- the late Professor Prange chief of military history in occupied Japan has looked into every aspect of the attack on Pearl Harbor--starting with the Japanese side of the story--and leaves no doubt that as his collaborators and posthumous editors write "Tokyo not Washington established Japan's foreign policy; the individual responsible for the attack was Isoruko Yamamoto not Franklin Delano Roosevelt." There is much new material--on such usually neglected matters too as: the Japanese war games used to refine the attack plan; the development of special bombs and torpedoes for use in the attack; Japanese intelligence operations in Hawaii--and American counterintelligence; the nature and function of the overlapping American commands in Hawaii. But Prange also presents the well-known material incisively: the historic March 1941 Bellinger-Martin report--a plan for joint Army/Navy action in the event of an attack on Oahu or fleet units in Hawaiian waters--is wrapped up with the observation that they ""could not have done a better job of mind reading had they actually looked over the shoulders of Yamamoto."" The controversy surrounding what happened thereafter or didn't happen engendered eight separate American postwar investigations--and it is in treating these that the book is most outstanding. Prange goes into the nature of each panel and evaluates its members procedures and conclusions; most he points out illustrate "hindsight at its hindmost."
