At the bottom is a reprint of a War Department commendation from Col. Carl Eifler regarding Kimm's service during WW II. Kimm's advocacy of Korean independence during the war had aligned with American war aims but by continuing to support the North in the period leading up to the Korean War he fell afoul of US policy.
