Last leaf blank. 8vo. 23.5 cm x 14 cm. <br/><br/>This an interesting factual account regarding the early days of the prison an era when it wasn't quite impregnable edifice that now stands; in 1854 75 of 520 incarcerated individuals had escaped without recapture. This situation caused Governor John Bigler to write: "Gentlemen: Having learned from various reliable sources that quite a number of escapes have recently occurred from the State Prison which to some extent is in your charge I deem it my duty respectfully to invite your attention to the section of the law regulating your duties. These escapes permit me here to remark give great force to allegations daily and publicly made that the prison building is insecure and that its management is not such as to fully accomplish the object of its erection in prevention and punishment of crime." However since the place is still going strong one can be reasonably confident the governor's concerns were addressed. Rare; Not in Cowan Greenwood nor Rocq. Not in the LoC on-line catalogue. Mary Carpenter 1807-1877 "was the leading female advocate of deprived and delinquent children in mid-nineteenth-century England and one of the first philanthropists to see the need to provide special facilities for their care. Her child-centred philosophy can be detected in remedial institutions and legislation from the 1850s onwards. As a writer she was maternal though unsentimental. As an administrator she was systematic and persuasive. Despite social indifference and conflicts with officialdom her record of achievement would have been the envy of many contemporary male reformers. she took the initiative in Bristol where she founded a school at Kingswood in 1852 and a separate reformatory school for girls at the Red Lodge in Park Row in 1854. Meanwhile she gave evidence before a parliamentary inquiry on juvenile delinquency 1852 and wrote Juvenile Delinquents their Condition and Treatment 1853. Her testimony writings and practical effort did much to bring pressure to bear on parliament to recognize a need for reform. The Youthful Offenders Act of 1854 'the Magna Carta of the neglected child' owed much to her influence. It authorized the establishment of reformatory schools by voluntary bodies certified by the state and partly funded by the Treasury. Condition is good as follows: Olive green library cloth ancient with small "s" on mid-spine of each volume as well as faint printed call numbers and name of former institution. Mostly uniform age-toning with scattered foxing. A few tiny dogears in volume 2. Formerly in the Apprentices Library then in the Franklin Lyceum of Wilmington Delaware and finally in the Wilmington Institute Free Library whose bookplate is inside each volume. card-pocket in each volume. Overall tight and clean a very presentable set of these rare books. Old olive library cloth. Two volumes title page replaced with typewritten tp in Volume 1. Vol. 1: iii iv since title page lacks 404 pp. Vol. 2: ii 434 pp. A rare set sold with all faults as described. An excellent reading or reference set not for the overly discerning collector however. Could easily be rebound. Appears to have been printed in New York. Howes describes this rare work as "Venomously critical; said to have been suppressed" due to its scathing description of Jefferson's years in public office and his foreign policy once president. A book with a curious history. It was copyrighted by "Thomas Hall" but contains neither the author's nor the printer's name. Tompkins 27: "Suppressed by the printers on account of the libels it contained. Parton calls them 'two octavo volumes of vituperation.' " It is said that the printer fearing the libel law submitted the book to a lawyer Samuel M. Hopkins of Auburn who after reading 20 or 30 pages reported that he found an average of a libel per page.
