Reviewing that edition, Professor Seha L. Meray of the Faculty of Political Science, University of Ankara, emphasized the need for a publication of this kind in a foreign language. Such a publication, wrote the distinguished reviewer, would be useful to foreign scholars and diplomats who are interested in Turkey's international relations. This book has been prepared to meet this suggestion.
